Visa requirements for Montenegro — the 2-year Digital Nomad Visa
Montenegro launched its Digital Nomad Visa in 2024 and it is one of the more generous schemes in Europe. It grants a 2-year residence permit, renewable once for a total of 4 years, for remote workers employed by non-Montenegrin companies or freelancing for non-Montenegrin clients.
Key advantages:
- Low income threshold — roughly EUR 3,600/year (about EUR 300/month) per the latest official guidance. Among the lowest in Europe.
- No local tax on foreign-sourced remote income under the nomad visa status.
- 2-year validity out of the gate — longer than most comparable EU schemes.
Important caveat: Montenegro is not in the Schengen Area. It is an EU candidate country and accession negotiations are ongoing, but as of 2026 days in Montenegro do not count toward Schengen 90/180 limits — useful for nomads rotating through Schengen countries.
Tourist entry: Citizens of the EU, UK, US, Canada, Australia, and many other countries can enter Montenegro visa-free for up to 90 days per 180-day period. This is the default if you’re not applying for the Digital Nomad Visa.
Application process
Gather documents
Proof of remote employment or freelance contracts, 6 months of bank statements showing income above ~EUR 300/month, health insurance valid in Montenegro, passport with 6+ months validity, police clearance from your home country (apostilled).
Register address in Montenegro
Sign a rental contract for your Kotor apartment and register it with the local police or MUP (Ministry of Internal Affairs). You need a local address before applying.
Submit application
Apply at the Ministry of Internal Affairs (MUP) office in Kotor or at the Montenegrin consulate in your home country. Digital Nomad Visa fee is around EUR 60-80 plus card production fees.
Biometric appointment
Fingerprints and photo taken at MUP. Required in-person. You'll usually get a provisional confirmation on the day.
Wait for processing
Official processing is stated as up to 40 days. In practice 4-8 weeks for Digital Nomad Visa. Residence card issued once approved.

Montenegro’s nomad visa is one of the fastest and cheapest in Europe. The documentation requirements are moderate and MUP offices outside Podgorica (including Kotor) tend to be less backed up than in bigger cities.
Alternative visa options
Visa-free tourist entry (90 days) — The default for most Western passports. Good if you’re trying Kotor for a shoulder-season month before committing to a nomad visa.
Temporary residence for work with a Montenegrin employer — Different track, only relevant if you sign with a local company. Requires work-permit sponsorship.
Temporary residence for property ownership — If you buy property in Montenegro, you can get a residence permit tied to the ownership. Useful for long-term relocators, overkill for most remote workers.
Schengen note — Since Montenegro is outside Schengen, a stay here does not consume your 90/180 Schengen allowance. Useful if you’re combining Kotor with later stops in Berlin, Porto, or Lisbon.
